Politico: In the wake of President Donald Trump’s executive order barring people with pre-existing conditions from buying insurance, the insurance industry is bracing for an onslaught of new competition.
In the latest sign of the industry’s increasing competitiveness, Blue Cross and Blue Shield announced it will offer a new kind of affordable health insurance that will offer more flexibility and coverage for older Americans, many of whom are at high risk of being diagnosed with a health condition such as cancer.
Blue Cross is rolling out a new type of plan that will allow people to buy coverage that includes coverage for the cost of chronic conditions and other out-of-pocket expenses.
The policy will be offered through the exchange for a limited time, starting in the first quarter of 2020, according to the company’s announcement.
The new plan will allow consumers to shop for coverage on the new Health Insurance Marketplace, which has been rolled out nationwide by the Centers for Medicare and Medicaid Services.
The new plan, which will be available for an initial period of up to three years, will also include more generous subsidies to cover pre-tax out- of-pocket costs.
Blue Shield says it plans to offer this plan to consumers through the marketplace, and will not be able to provide it to customers who are in the same age range.
In a recent report, Blue Shield found that people over 65 who are enrolled in Blue Cross plans are paying a lower premium than younger adults.
The analysis also found that, for older people, the cost-sharing subsidies offered by Blue Cross are not sufficient to cover out-o-pocket medical costs.
It’s a tough market for insurers, said Jeff Ruch, chief executive officer at the consulting firm Avalere Health.
For example, Blue Coat, the nation’s largest provider of comprehensive health insurance through the Blue Cross Blue Shield Association, has seen its premiums rise by 40% since the start of the year.
Blue Coat says it is working to adjust to the new marketplace rules and has made significant changes to its premium structure.
The company plans to introduce an annual deductible of $2,000 for 2018 and $2 of a month for 2019.
But the company also plans to allow customers to keep more of their premium subsidies, which are typically $5 to $10 a month.
“This is a real risk for us,” Ruch said.
“I think that’s where you see some of the challenges.
You see the fact that people are going to be priced out of the market.
You don’t see a lot of people buying into it.”
For the first time, BlueCross and BlueShield will offer cheaper health insurance than most of their competitors.
BlueCross plans, for example, will cost consumers about $1,300 per person for coverage up to age 55, compared to $3,200 for BlueShield plans, according the company.
This new plan offers the least coverage for out-patient care, according for example to the Kaiser Family Foundation, a nonpartisan research organization that monitors the health care system.
But this plan also includes the most generous out-pocket limit, which BlueCross said will help older adults cover their medical costs, such as hospital stays and prescriptions.
“If you’re 55 years old and have chronic illnesses, you may be at risk of going into a nursing home,” said John Pascarella, senior vice president and chief health officer for BlueCross Blue Shield.
Blue Cross is also offering a health plan that has not been offered in the market before.
“We’re going to make it easier for people to get affordable coverage through the Marketplace, and this new plan is the first step in making that happen,” Rufus B. Jackson, a senior vice President at Blue Cross, said in a statement.
Some of the new health insurance options BlueCross is offering, like the “Health Insurance Marketplace Access Plus” and “Health Access Plus,” are cheaper than some other insurance companies offer.
The new health plan offers a $3 deductible, but the average cost is $6,500, according a study by the nonpartisan Congressional Budget Office.
While the new plan does not cover some types of out-door conditions, BlueCoins plans do cover those that would be considered “serious conditions,” including asthma, heart disease and arthritis.
If you are 65 or older and would like a comprehensive plan, there are also a number of options available to you, including a “Health Care Access Plus Plan” that costs $5,200 per person, according an Avalere analysis.
There are also “Health Coverage Plus” plans that cost $3 per month, $2 per month and $1 per month.
Ruch said BlueCross has made changes to some of its plans to make them more affordable.
For instance, the company is changing the deductible from $2 to $1 for the Health Care Access plan.
